Regulations on academic integrity



                                                    General provisions
1.1. This Regulation on the academic integrity of the Kazakh National Medical University named after Asfendiyarov are developed in accordance with the Law "On education", the internal regulations of the University, the Rules of the educational process; Rules of evaluation of educational achievements of students; Code of KazNMU teacher’s honor; Code of KazNMU student’s honor and with the other normative legal acts, regulating the activity of the Kazakh National Medical University named after Asfendiyarov in high educational institutions of the Republic of Kazakhstan.
1.2. This provision defines the basic concepts, format, organization and conditions of the academic honesty policy of students, faculty and staff.
1.3. This provision regulates the activities of the organization and ensure the academic integrity in KazNMU named after Asfendiyarov. Rules include the basic mechanisms of implementation of the policy of academic honesty and the prevention of academic dishonesty.
1.4. Options for the implementation of this provision are assigned to all students, faculty and staff of the University.

2. Definitions
2.1. Academic honesty - a set of values ​​and principles of behavior of students in the educational process that develops personal integrity and responsibility for learning.
2.2. The principles of academic honesty.
The basic principles of academic honesty for students who are in the process of the educational outreach:
1) Integrity - is the honest, decent performance of students evaluated and unestimated works:
2) Implementation of the protection of the rights of the author and his successors - the recognition of authorship and protection of works that are subject to copyright by proper transfer of another's speech, thoughts and guidance information sources estimated the works;
3) Openness - transparency, mutual trust, open exchange of information and ideas among students and teachers;
4) Respect for the rights and freedoms of students - the right to free expression of opinions and ideas of the students;
5) Equality - the duty of every student to comply with the rules of academic honesty and equal responsibility for their violation.
2.3. Academic dishonesty - any kind of fraud or deception, which is associated with the scientific and educational activities.
2.4. Types of academic dishonesty:

1) Cheating. By cheating is understood as the use of students during the passage of classroom knowledge control (on examinations, tests or other mandatory certification activities) any non-authorized instructor written (printed, manuscript) sources, and the use of technical means of communication, other means for unauthorized information essentially performed learners tasks.
2) Plagiarism. Under plagiarism refers to the use of the written work of another text published in paper or electronic form, without full acknowledgment of the source, or with reference to, but when the volume and nature of the loans have questioned the independence of the work done or one of its major sections, regardless of the type of plagiarism. Questions violations of the law on copyright and related rights are governed by these Rules.
3) Double Retake. It means presentation of the same text as the various written works at the time the CDS, for the passage of boundary control of knowledge and others. Dual use is not considered repeating an agreement with the teacher previously prepared text as part of a bulk operation.
4) Falsification of ratings data, the estimated work:
- Forgery of assessments of the results of evaluation of responses to the task;
- Forgery of data, that is, measurements and results of the survey observations, questionnaires and other methods in carrying out scientific research;
5) Acquisition of responses assessed work dishonestly:
- The transfer of the responses during the execution of the estimated work or answer exam tests;
- Obtained by partial or complete material prior to the estimated work or answer exam tests with other students, teaching staff and persons equated to them;
- Purchase or other ways of obtaining the estimated work to issue them as their own;
- Sale or other ways to help in the purchase and / or sale of ready-evaluate the work of the responses examination tests;
- Receipt of any response was assessed the work by any means, including the download via e-mail, computer, etc .;
- The removal from office and / or copied from a computer teacher materials relating to the estimated works on paper and electronic media.
6) Forgery. Under the fraud for the purposes of the present Regulation refers to renting (view to the protection of) students of compulsory written work (control, ESP, thesis and other works), made wholly or largely by another person as their own work, or knowingly providing another person of their work for a fee or free of charge. Under fraud examiner also meant the introduction of misleading as to the identity attestation student classroom when passing the control of knowledge.

This list of academic integrity violations is not exhaustive and may be supplemented as necessary. Academically inappropriate behavior includes any behavior that provides the learner an unfair advantage or influence the results of another student.

3. The purpose and objectives
 of the academic honesty policy
3.1. The aim of the academic honesty policy is to ensure the quality of Kazakhstan's medical education in accordance with international standards, improving its attractiveness and competitiveness. The prevalence of dishonest behavior (cheating, plagiarism) in student and teaching environment, lead to a decrease in the quality of training of qualified specialists, constitute obstacles to the necessary knowledge and skills.
3.2. The objectives of the introduction of academic integrity policy are:
- Prevention and elimination of facts of academic fraud among students and faculty;
- Zero tolerance with regard to plagiarism among students and faculty.
- Holding constant purposeful work on development of the students' academic integrity.

4. The application of disciplinary sanctions
for certain types of violations of academic honesty policy

4.1. In case of violation of norms of academic tutoring during the control of knowledge of all shapes and types in the current attestation interim assessment, the final state certification, according to the internal rules of  KazNMU apply the following disciplinary sanctions:
comment; rebuke; a reprimand; expulsion from the University.
If there is any violation of academic standards, the teacher must: supply of certified trainee assessment "unsatisfactory» / «F», «0»; no later than the next business day to provide a memo (report) on the faculty dean (head of the training unit) outlining the violations, the circumstances of the breach, showing all installed participants, indicating the amount borrowed text and its source, as well as other data that are essential to decide on the application to students who committed the violation, disciplinary measures. To report accompanied by a copy trainee work or a fragment containing the violation. Original student work is stored in the department, ensuring this discipline, until the completion of the mulligans official deadline in the discipline.
Upon detection of the fact of cheating, the teacher has the right to put a rating of "satisfactory" / "the F", "0" of students, their intention to provide the text for cheating.
If there is evidence of fraud or falsification of data, disciplinary measures apply to all students, participants of forgery or fabrication of data, unless a decision is taken Rector of the University.
If there is evidence of fraud or falsification of data teacher is obliged to invite witnesses from among teachers, students or other persons at least 2 people, fix a violation of the relevant act with the app, where appropriate, photography, video, the student withdraw from the documents testifying to the fact of forgery and fabrication of data and immediately put in dean fame (head of the training unit

5. Measures preventing violations of academic integrity policy
5.1. Careful monitoring of the process of examination, in order to avoid cases of cheating. Ignoring this teachers procedure provokes students to all kinds of abuses and reduce the quality of education.
5.2 Checking the exam, course and degree works and essays of students for plagiarism (using someone else's ideas and opinions without reference to the source) - one of the most obvious manifestations of academic dishonesty.

5.5. Holding constant purposeful work on development of the students' academic integrity.
- Attraction of students to carry out tasks of research character.
-formation students as research skills, as well as bringing them to scientific ethics, academic honesty in the writing of scientific work, the concept of plagiarism.
5.6. Educating the intolerance of plagiarism among students and faculty.

6. Final Provisions
6.1. This position presents the main rules governing the implementation of mechanisms of academic honesty policy and the prevention of academic dishonesty in the Kazakh National Medical University named after Asfendiyarov.
6.2. Ignorance of the rules of this Regulation on academic honesty is no excuse for violating them.
6.3. This Regulation shall enter into force on the day of its adoption and shall remain valid until its cancellation in established order the rector or other authorized officer of the University.
